6 Lightroom will not create a catalog and therefore does not start

Installed 6 Lightroom on a Windows 8.1 System. Provided with a serial number, but he complained that I need Internet access. Internet worked very well, so I chose to connect later. That is at least 8 times. Now when I try to run, the icon appears on the taskbar but it stalls. When I hover over the icon it shows a thumbnail of the screen to create a new catalog, but it will never develop the screen. The only option I have is to close the small window with a right-click. Then I start again and it's the same - no possibility to start Lightroom even after a reboot, then a re - install! Can not yet return to the fake my serial number validation attempt.

I decided on a variation of your suggestion. I uninstalled and then download the latest version of Adobe's CC. However, the same problem persists. So, it was now time for some lateral thinking! Since the start-up became not even the creation of Catalog screen, I thought something was wrong there. So I grabbed a laptop, installed Lightroom and then copied the file Pictures\Lightroom on my desktop PC. It worked! Now Lightroom works well. I have to do is enter my serial number and it does not look back
