8 security pop character until required for sending electronic mail. How can I stop this from happening?

Almost every time that I try to send an email using Live Mail to Windows, I get an 8 character security pop-up that requires an entry before that I can send my email.  It becomes boring and I've tried everything I can think of to stop it.  How can I stop this from happening?
Also, when I try to send my emails with BCC, I get a message that I have too many and need to get out some of my friends.  Why?  How can this be extended?
