A provider cannot send a messge to Hotmail because of permanent fatal errors

My brother sent emails via @nifty.com to my @Hotmail.com, 5 emails a week almost without any problem.

Only when he sent an e-mail to the help of a group of people, which contains 2 users of Hotmail, he receives error only for users of Hotmail messages. The error message is shown below. Successfully, it returns the mail to Hotmail users after several minutes later about.

Can someone explain to me where the problem lies?

The OWL gets his message to Thu, 23 October 2014 09:31:57 and error message sent Thursday, October 23, 2014 09:32. This means that the OWL must try again a few minutes after.
