Ability lost access administrator account and create files (using Windows 7)

Running windows 7, administrator account has disappeared and cannot access (it is listed as a user with permissions (mine has changed and he's been a user listed as S-1-5-21-3964978265-1859684145-9075597-1000 and finally managed to remove it (I think)) and the ability to create folders, or by clicking right in applications.)

Clicked on what I thought, it was a reliable site, the message says that I had to update Flash to enter the site, after a large number of ads downloaded and changed my browser; I just uninstalled from this time, installed backup of the previous day and blocked unwanted applications through my Norton.

You can probably fix your problem by using the system restore. Here's how it works:
1. keep tapping F8 during the first phase of startup.
2. select Repair from the menu.
3. Select an administrator account, and then enter its password.
4. When you are prompted, select System Restore.
5. set Windows to a point before this problem occurred.
6. plan in advance and create, test and document a spare, even admin account that you have a spare House key.

    Can you access a different user account?

    In order to fix your computer, we should have an administrator account through which we can perform the appropriate troubleshooting.

    If you have the administrator password, boot the computer and enter safe mode with command prompt, this will require the administrator password, enter it.

    If you are able to access the prompt try to activate the hidden administrator account and create a new administrator account.

    3. Type exitand press enter.
    4. Restart the computer.

    Now, try to create a new Local Administrator account

    I suggest you to follow the below methods and check.

    Method 1:

    I suggest you to disconnect all external devices (printers, scanner, USB (universal serial bus) drives, etc...) Except the keyboard and mouse and then start.

    If this solves the problem, then add devices one by one after the other until you discover the piece of hardware causing the issue. Then we can update driver for this particular device.

    If the problem persists, try Method 2,

    Method 2:

    I suggest you to check if you are able to connect mode safe mode by using the following commands.

    Safe mode starts Windows with a limited set of files and drivers. Startup programs do not work in safe mode, and only the basic drivers needed to start Windows are installed.

    Follow these steps to start the computer in safe mode.

    a. boot from the DVD of Windows 8.

    b. click on repair your computer.

    c. click Troubleshooting, and then select Advanced Options.

    d. Select the prompt option.

    e. Once you open the command prompt, enter the following command and press ENTER.

    Bcdedit/set {bootmgr} displaybootmenu Yes

    One time completed, please restart your computer, then press F8 to access screen on startup, then press F4 or 4 to enter Safe Mode.

    Check if the problem persists in safe mode.

    If the problem does not persist in Mode safe mode, then perform a clean boot in order to check if any third-party application is causing the problem, as the clean boot helps eliminate software conflicts.

    Note: After the boot minimum troubleshooting step, read the sections "How to reset the computer to start as usual after a clean boot troubleshooting" in the link provided to return the computer to a Normal startup mode.

    If the question did not resolve, try Method 3,

    Method 3:

    I suggest you to check if there is no update pending Windows needs to be installed.

    If so, then I suggest you to install the update and check if it helps.

    For the full backup used Carbonite - due erase hard drive and reinstall XP - carbonite cust. veeeeery slooooow service and I had to use the laptop for the preparatory work.  When the backup has been restored, he implemented the administrative account of origin, besides I have created a new.  Now, most of the files are under the old administrative account, and I need to move the OLD files in the NEW Admin account.

    You can't really merge two accounts. You can copy data from one account to the other. Folder options > view tab > check "Show hidden files". Then go to:

    c:\Documents and Settings\name of the old account and copy the files to My Documents, desktop, Favorites in folders in your new user account. When you have all your stuff, you can delete the old user account from the control panel > user accounts. MS - MVP - Elephant Boy computers - don't panic!

    If you added via the preferences system/users and groups, it should appear as a long time that you have set the display of connection to appear.     First try a system restore to when things worked. If this fixes things, very well. If this is not the case, try to start in Safe Mode, because the normally disabled built-in Administrator account can be activated if no other administrative user is available on the system.     General recommendations for creating users in Vista:

    You absolutely don't want to have only one user account. As XP and all the other modern operating systems, Vista is a multi-user system with integrated system of accounts as default Administrator and comments. These accounts should be left alone because they are part of the structure of the operating system.

    In particular, you do not want one account user with administrative privileges on Vista because the administrator account integrated (normally only used in emergencies) is disabled by default. If you use as an administrator for your daily work, and this account is corrupt, things will be difficult.  It is not impossible to activate the built-in administrator to rescue things, but there may be more that you want to do. Better not to put you in a bad situation at first.

    The user account that is for your daily work must be a Standard user, with the extra administrative user (call it something like 'CompAdmin' or 'Tech' or similar) only it for elevation purposes. As a user Standard is recommended for security reasons and will help protect your computer against infections. After you have created "CompAdmin", connect to it and change your normal user account Standard. Then log on to your regular account.

    While your application may very well be authentic, it could also be interpreted as a surreptitious attempt to bypass Windows security.

    The only recommended method to retrieve an administrative password is to login as another administrator account and reset the password to a known unknown. If the administrative passwords could be easily overcome, there would not be much point in them.

    It is in the terms of use and the Code of conduct of the responses of these forums to request or provide assistance to the cracking a password. Do not forget that you agreed to these and review if necessary.

    You can view the policy of Microsoft about lost or forgotten passwords (KB189126) for more information on what resources are available to you.

    The only advice I can offer you is either log - on another user with administrator privileges and reset your password to a new, use the password reset disk that you created when you set up your account, start guessing what the password could possibly be or reinstall Windows by default.

    I think preventing the admin account to remove or install devices.  This causes a problem.  Looks like it's AD GP as is grayed out and I can't add locally.  The network team claim there is no GPs AD to limit the admin account local they know of.

    Also, I try to use the process on the machine monitor, but who needs administrator rights and he repeats that the local administrator account is not a member of the Administrators group, but it is.

    Any ideas?  Even if it's just he Process Monitor bit setting?

    The symbol, that you reference indicates that the setting has been locked by group policy and is not editable.  When I saw it in the past, the only way I could replace, it is using "secedit".  For more information about this command:
    Starting-> help and support-> Search: Secedit
