I'm hoping to learn a way (may need to be drop the a v. 27 dmg, but hope not) to return to the operation.

  I'm sorry but it is not possible to download Adobe CC and burn it to a DVD and then transfer it.

  Only, it downloads a small setup file and on executions of this entire process of download, extraction & installation file begins that requires the internet connection. At the end of the process of the application is installed and ready to use.

  So, you will need to do it on your computer.
