Right click, click on the taskbar and make sure that there is no check mark in the box "lock the taskbar" then left click on the taskbar and just drag it to the bottom of the screen. Put a check mark in the box "lock taskbar.

In addition to what maghue gave you, I would recommend you rework your logic so that you don't send a 30 MB of data in a single shipment. That's a lot of have to fire if it fails and this defect, especially on a WiFi connection not, chances are high enough, that I would have thought given the time it will take.
In addition, the approach you've taken means that you have a buffer of 30 MB, as the transport mechanism to send the file. You could reduce the memory required by a small segment of both reading and write in the http connection output stream, but that will always force the http connection to have a 30 MB buffer, which may have to be contiguous (depending on how it is implemented). Normally transmission is not made until you ask the response code, so it will be stamped on the device.

When you try to access my internet postage program, I got a message that it was unable to initialize the printer. When I checked the list of Printers and faxes in Control Panel... I find 4 all printers who WERE there yesterday... are now gone.
(This excerpt shown below is extracted from the Microsoft support page & described EXACTLY my problem)
- When you click Startand then click Printers and faxes to try to view your printers, no printers appear. This problem may occur even if you have a printer installed.
- When you click Add a printer, or when you try to print, you may receive the following error message and cannot add a printer:
"Operation could not be performed. Printer Spooler service is not running.I tried several times to use "Fix - it" Microsoft online service, and he could not solve the problem. a. go to Start , then run.
b. type regedit.exe in the prompt to RUN it , and then press ENTER.

d. delete the IconStreams and PastIconsStreamvalues.
Once this is done, follow these steps to kill the Windows Explorer process.
a. click Start , click RUN.
b. cmd.exe at the prompt type run and press to enter.
(c) in the command prompt, type the following commands in the order.
Taskkill /f /im explorer.exe
Explorer.exe

When I try and import them, said organizer that they are already in there and I cannot proceed. When I select a keyword, get the message "NO MEDIA to DISPLAY. I may be dense, but I find the search function of the Forum to be nearly useless, unless I just happen to enter the Exact name of a subject.
I have now no access to 35 000 files maybe 12 years of use of PSE!

What version you put in?
In the Organizer, what view do you - use in the display menu is details checked, or unchecked - t - it make a difference?
On the view menu, select media types - are all verified?
Menu, select hidden - files is in view - show all files audited?
I assume you're in the media view, what happens if you select the places people or events?

If this does not work, reset the Photoshop preferences. Press ctrl + alt + shift at the launch, confirm with the dialog box that appears if you did it correctly.
Make sure to save all your other actions, brushes and so on first!
