I recommend that you download the Windows Installer Cleanup tool. Click here to download the utility. You can use the utility to remove installation information for programs that were installed by using Windows Installer. Remember that Windows Installer CleanUp Utility does not remove the actual program from your computer. However, it will remove the installation files so that you can start the installation, upgrade, or uninstall on.
Once you use the Windows Cleanup tool, then download the latest version of iTunes 9.1 and then try and reinstall your iTunes.

Looks like you may have a virus or other malware. Get your updated antivirus program and start safe mode. Note that some viruses can hide from your normal antivirus program, so you really need to scan mode without failure. To enter in Safe Mode when you turn on first, press F8 on every seconds until you get the menu, and then select Safe Mode. Then run a complete system scan.

I had this problem but solved by allowing a service that I had turned off - it was something to do with the update of the system components.
The problem is that there are so many unnecessary services running in W8. It would be nice if I had infinite RAM but on a tablet of the tiny solid state, I had to disable all updates, Defender and because background processes that the machine is completely unusable otherwise. In any case, I have disabled the service once again as soon as installation is complete.

To answer your question about the SFC command, follow these steps:
First of all, we run System File Checker to see if you have a corrupt file system.
Click Start
Open an elevated command prompt.To do this, click Start, click programs, accessories principally made, right-click Guest, and then click Run as administrator.
If you are prompted for an administrator password or a confirmation, type the password, or click on allow.
At the command prompt, type the following command and press ENTER:SFC/scannow
This will check for any violation of the integrity and repair any damaged operating system files.
