  Try these steps, check to see if things work after each step if necessary, before you try the next.

  (1) YES, most phones in the United States are SIM only just bcz of the preference of people to the United States

  (2) in general 16 GB phone comes with memory 10-12 GB user depending on the operating system and applications pre-loaded. Its also varies every time you install a new operating system. In my case, I have 10.3 GB with Apps pre-loaded Motorola and Google user memory.

  (3) If you have 10.3 GB user memory so don't worry its Moto 3 G 16 GB. Motorola manufacturing division could have labelled put the phone instead of 16 GB to 8 GB.

  In fact, I do not recognize all of the listed processor as being ever used in a HP laptop. The other thing I will say is extremely unlikely if you are facing a situation of no-post that the fault is the processor. Not impossible, but highly unlikely. Beep codes are not very reliable.
