  If it is disabled for security reasons: If your identifier Apple is locked - Apple supports (disconnect you, then back in anywhere after reset)

  suggestion:

  Use the method "FillOrder.

  With this you are able to create a new PersonWantsOrg object and can set each property (including the OrderState).

  You must set a PropertyBag object (which contains all the properties for the new object of PersonWantsOrg), you create a new (empty) PersonWantsOrg object and call this method. The PropertyBag object is needed as a parameter to the method.

  Disadvantage: The method works only for execution by a Jobservice.

  Go to start / Control Panel / Administrative Tools / Services and scroll to Security Center. Click the Dependencies tab and go to each of these dependency services and click dependencies tabs until you have no more. Knit then back and make sure that each listed as a dependency service is enabled and started. Continue along each string until you finally get back to the center of security and make sure that it is enabled and started. Then do exactly the same thing for the Security Accounts Manager service. While in services, also disable and stop the service of the Defender. Restart when done and see if that helps the situation.

  MSE should start automatically in all cases (in normal mode). Even if the Security Center still has a problem, open and try to start the MSE (if it is not already started and running). If so, at least, you're protected even if the Security Center does not have to "prove" to you.

  If this does not work, try a boot minimum http://support.microsoft.com/kb/929135. If the problem goes away then it's just a matter of tracking down the culprit at the origin of the problem. Follow the procedures described in the article. Once found, remove, delete, disable or uninstall. Once don't forget to reset the operating system to normal status as described in the procedures.
