Apple Watch will not unlock MacBook

I have a Macbook 2016 on MacOS, iPhone 6 more current iOS10 of execution, first-generation Apple Watch running Watch OS3 and two steps on authentication.  As shown in the screenshot below, I was able to check the possibility of allowing my Apple Watch unlock my Mac.  He looked the watch and then checked.  I did this several times, however, it will not unlock the Mac.  New features to copy and paste between devices, etc seem to work well, but I can't get the unlocking function to work.
