'are you leaving?' would like access to your Twitter accounts

I get a notification popup with the message indicated in the title. It completely locks my phone down by clicking on 'do not allow' or 'OK' causes the message reappear immediately. The only option I have is to reset my phone, which causes the message to disappear. Finally, it does not return, and I have to repeat the same steps again.

I tried to delete the Twitter app and delete my Twitter account on the settings page, which does not seem to prevent it from occurring.

I have a 6 s iPhone 32GB running iOS 9.3.1

After receiving the notification once again, try to put your iPhone in airplane mode and see if it continues to appear.
