  Thank you very much for your answers. As you suggest, I went to the help/updates and found that 3 points were scored update, Manager, 13 Photoshop and first elements 13 elements. On a hunch, instead uncheck one of them, I thought I'd see what would happen to let update all 3. It took a while, but, long story short, stopped the happy Vangogh and everything seems fine.   This dialog box means there is an open window (somewhere maybe under your enlarged window) which must be closed before you can reopen outlook.

  If there is no visible window I open the Task Manager and check there.  If there is not, you may lose any changes and restart to clear the error.
