  I'm desperate to fix this problem.  Using certain applications, when I try to perform a file/open or file/Save command, I get a hourgless (circle) and a dialog box just never came up.  I tried the fix below (use the sfc scan) with no luck.

  Step 2: Try to create a new folder on the desktop and check if the computer crashes. Also open the Task Manager and try to end the process SearchIndexer.exe. This, as mentioned below.

  I've seen the same problem, but it is not related to Windows 7, I had also in Vista.  I followed up to the size of the file.  I can open small JPG images, but I started to have the question when I got a new camera.  Nothing does no more than 8 million pixels open in Photodraw.  I had to open the photo in another program, reduce the image, then it opens.  But that downgrade the photo.  For more pictures, I just had to use another program and not my beloved Photodraw.  I really wish that Microsoft had continued to work on this product because it was great!
