  Ahhh... I need to put some 'things' in 'things' I learn. I edited a page that normally would have taken me 5 minutes in oh...   This is perfectly normal.  By design, even administrative accounts do not roll with full administrative privileges at all times.  This is one of the most important security features of Windows 7, called User Account Control (UAC).  It helps to ensure that, when running as administrator, nothing can "sneak by" and changes to the system that the user is not aware.

  Follow these methods.

  Method 1: Start the computer in safe mode. Built-in Administrator account would be displayed on the Welcome screen. Choose the account administrator and you should be able to boot to the desktop, if you have not set a password for the default Administrator account.

  Method 2: If you have set a password for the default Administrator account, then the only option is to go for a parallel installation of Windows XP and retrieve documents.

  Have you turned off UAC? Try to turn it back on.

  Because Windows 8 applications require UAC to be turned on to work properly.

  I had the same thing, could not take pictures or video when I had disabled UAC. Turned it back and everything started working again.
