  The 2008 Mac Pro 3.1 model only works in 64-bit on OS X, it is impossible to boot OS X on the Mac in 32-bit mode so that this question is meaningless.

  Although not part of your original question, it runs Windows XP SP2, 32-bit mode and Windows 7 32-bit mode but can also run in 64-bit mode. It depends on what flavor of Windows Installer. Windows unlike OS X must be specifically installed as 32-bit or 64-bit and cannot switch between the two afterwards.
