  You would have to log out or reboot for the change to take effect.

  When you go into chrome and settings under the box "at startup". You put to 'open a specific page or set of pages? If so, you will see 'Set the Pages' option and just make sure that Bing is not listed as a page that opens upward when starting Google Chrome.
