  You may not have to not remove the icon without the small arrow, its the original Recycle Bin on the desktop. One with a small arrow that indicates it is a short must be deleted.  It is easy to create a shortcut, right-click on the Recycle Bin > create a shortcut, another with a small arrow icon appears on the desktop.   I have a compaq presario CQ 5720F Windows 7, I can't open my desktop shortcuts (only a little). E-mail & games will not... A notice appears saying that it is a problem of the internet and the problem of "http" but do not understand this.   I see that you have problems with the opening of the desktop shortcut icons on your computer.

  I would say running a restore because the problem started only recently occurred. Here is a link showing how to do to run a system restore. Select the option "Restore Windows to an earlier point" and it will give the steps to run a restore and a video. This will not affect your files on the computer.

  Let me know if this can help, or if you don't have the available restore points.

  To retrieve your Recycle Bin Icon (put it back on the desktop), follow these steps :

  1. Free office space, right-click and select Customize
  2. Then, in the upper left corner, click on change desktop icon
  3. After that, check the Recycle bin Option
  4. Click on apply and OK
