Can't cancel a file download-security warning.
When I try to open the Solution Explorer, I got a "file download - security warning' with my 'Connection' Google homepage in the background. When I click on 'Cancel' the alert and the page of Google background disappear. As soon as I open Explorer again all that repeats itself. I restarted the computer, but I have nothing to get rid of this warning. I am running Windows Vista. Help please

As the other user accounts are NOT affected, I have to say that your admin account is corrupted.
My suggestion is:
1. create another account as administrator account.
2 remove your corrupt admin account.
During the withdrawal of your account, you will receive an option to backup your data before removal. Take this option.
The system has NO save your e-mail messages. So, you will need to save messages in an external folder if you want to keep them. I don't know how to do this. You can report this issue as a separate thread. Title such as "How can I save my e-mail messages before as I delete my account?t-4-2

File download security warning
Now, I get this pop up system. Whenever I use a favorite link. As Outlook .com - for any browser. The taskbar, file links as well.
So this system pop up asks permission before you navigate to any web site. It also bypasses. Security invites you to run, save the download. I can check the Yes popup. And sites like Titan TV will download files TVI (to set channel PVR Recordings) without permission!
It comes after updates MS of 9.13.16 for the safety of the system. How the world I turn this off? And to download run, except choice?

I don't know why he suddenly began occurring - maybe it was an update or something you have installed. It may be a corrupted system file or maybe even malware. You can click on disable and IE will display not these pages (and will probably give you a screen indicating the reason and you must then choose somewhere else to go or perehaps click on the back button to go to the page that brought you to this page to see if there is no indication to choose one type of content and avoid the problem (although I've honestly never seen such an option).)
For what it's worth, I almost always approve unless I'm on an unknown site where I already feel uncomfortable for a reason-so I can choose to refuse to approve and give up everything I did and move on (but it happens so rarely I honestly don't remember not that last time who had held-) It has been several months at least.
If this does not work (or it has not been set to prompt), do you know where this problem started? Try a system restore to a point in time BEFORE the problem started. Here is the procedure: http://www.vistax64.com/tutorials/76905-system-restore-how.html. Don't forget to check the box to show more than 5 days of restore points. If the first attempt fails, then try an earlier point or two. NOTE: You will need to re-install any software and updates that you have installed and uninstall any software that you have removed between now and the point of restoration, but you can use Windows Update for updates.
I hope this helps. If this isn't the case, after return and, if you can provide me with some links to these sites (I don't remember those where it happened to me) so I can further research and to test the results.

When you download files, Windows usually saves them in the Downloads folder which is located under your user name in the users disk folder
where Windows is installed (for example your namepersonal C:\users\). When you save the file, you can choose to save it in a different folder.

How can I remove iCloud files downloaded on the iPad
