Can't install downloaded software, receive the message error "Windows cannot access the specified device, file, or the path"

Cannot install any software downloaded - says "Windows cannot access the specified device, path or file.  You can not have the appropriate permissions to access the item.  This happened after I went on a bad site and downloaded something accidentally and I was not able to do anything after that.  I have avast and avast kept popping up saying I've made to a site with malware and that it would interrupt - well these pop - ups have ceased and I was scanning my computer using windows defender (which did not find anything) - but I still have problems on my computer. Should what steps I take?

If SFC detects the main problems it can't fix you may need to borrow a Microsoft dvd vista not an acer, HP etc. recovery disk and do a repair installation

    My solution works in about 2 minutes, it's a very weird error and only happened to 3 jobs in the last 3 years, this solution does not need to create another account if local administrator is active and allows access to the corrupt user documents ect.

    Log in as the local administrator or a domain administrator

    If the local administrator is not activated refer to http://support.microsoft.com/kb/555910 and after completing these newspapers of steps on the local administrator account.

    Locate the user for example files. C:\Users\[username]\

    If you see no AppData press Alt to see the toolbar at the top of the window, select Tools > folder options, go to the view tab and select "Show hidden files, folders and drives" click OK.

    Go to AppData\Local

    Select all (Ctrl + a).

    Delete

    * Do not delete credentials (as it will remove their wallpaper) *.

    This allows to release the error.

    audio card, but did not get it to work and I deleted again and focused on getting the Audio motherboard

    Through the Device Manager, I uninstalled the device Audio from Realtek motherboard and all other audio related devices and start the PC.
    After you start Windows 7 detects audio devices well and tries to install the drivers but still said the driver installation failed.

    I also used the troubleshooter in Windows 7. According to the material and audio, I clicked on the audio playback troubleshooting. The system has tried to install the drivers, but all have failed in similar way as after rebootig.

    When I go to see the Audio the Realtek High Defenetion properties, it says:
    Windows cannot start this hardware device because its information of configuration (in the registry) is incomplete or damaged. (Code 19)

    I downloaded the latest drivers (some 54 Mb file called: 64bit_Vista_Win7_R267) Realtek www-site and run it, but no help. Same problem - no sound at all.

    If I run application system information and go to the "components" > "Problem Devices", it is said Realtek High Definition Audio, error code: failure using the VxD loader. It is also noted on the VAN Miniport (IKEv2), error code: this device does not work properly because Windows cannot load the drivers required for this device.

    I also unplug the beam of the motherboard front audio jack. I thought it may create a connector related issues, but he did not make a difference.

    If I ask the system to update the driver using Device Manager, it says that the piloted is up-to-date.
