  Yes, you can create an application with Muse. Keep in mind it would be only an information application and contain no feature phone like camera, Geolocation, data, etc.

Another problem with the use of Muse to make an app is this Muse uses fixed width design and dimensionnera therefore not depending on the device. So if you want to be on phones and tablets, you will need to create two versions.

With the help of Phonegap Build you would be able to create the files required for submission to the app store (Apple App Store, Google, Amazon, Windows App Store game). You're on a Mac to be able to submit to Apple's App Store. It will work with Muse, but a better solution is to use a service of construction such as the one I've used in the past called AppsZero - Apps to build with zero coding.

  Firstly, your computer probably uses an Intel or AMD processor.  Only programs using the Intel instruction set have any prayer running on your PC.  A cell phone probably uses an ARM or Tegra processor with a set of instructions completely different.  There was no physical way for a cell phone application run on a PC.

  Second, your cell phone likely does not implement any type of SMB shares, so there is no way that a PC will be able to see it as a device which can be accessed on the network.

  Thirdly, the display on the PC hardware is completely different from that of the phone.  The application on the phone will include the PC hardware and be able to communicate with the PC drivers in order to interact with the PC hardware.  It is simply not possible with a cell phone application, written for the touch screen.

  Are you familiar with JavaScript?

  It does not completely answer your question, but the text displayed on the screen from any language (ActionScript/CreateJS / [insert the programming language]) generally all following the same path. Each language has a file stored in some form of key = value style, named through the language and the country of your choice, for example en_US.json

  Any language would allow the user to choose regional settings. The application would then grab the appropriate file and everywhere where the text is needed, the script must be using a (usually global or singleton) variable/service that can get the text of the requested key.
