Cannot access the defender of the window. the start is grayed out. How to do if this problem?

In the action center told me that Windows Defender is disabled. I click on turn on and nothing happens. I go to services.msc and the startup type is set to manual and when I try to set it to automatic option is grayed out. Help, please
