Cannot activate Windows defender

I have windows defender when I go into control panel windows defender is turned off so I'm opening to turn it back on, he said, but something won't let me. Wondering what I'm doing?  Thank you

    Start > in the search box, type msconf > press the Enter key > uac prompt > at the top, click on start > there is the window showing all your startup programs.

    First of all, what AV program do you use?  Several intentionally disable Defender during installation to prevent conflicts - what could be normal and not a problem.

    Yes, that's why. Microsoft Security Essentials, AVG, Norton, and
    McAfee all turn them off Defender. It's good, not bad. Not only is at - it
