(2) is your computer connected to a domain network?
Restart the computer, run the windows defender analysis and check to see if you can view the status of the last scan.
Step 1: Stop and restart the Windows Defender service. To do this, follow the steps below:
a. Click Start, type Run. (You can also use Win Key + R)
b. type services.msc
c. right-click Windows Defender service and click on stop > then start

It seems that you receive the message you want to software conflicts. I suggest you try to disable either the Avira antivirus and windows defender and then check if the problem resolves.
If you disable any security software for troubleshooting temporarily, so don't forget to activate after troubleshooting is completed that your computer will be at risk.

2. did you of recent changes on the computer?
3. you have any security software installed on the computer?
Method 1
Check and make sure that the Windows defender service is running on the computer.
(a) click Start type services.msc in the Search box, and then click OK.
(b) in the Services (Local) list, right-click Windows Defender, and then click Properties.
(c) if the drop-down list Startup type is set to the value off, select Automatic from the drop-down list Startup type and then click OK.
(d) click the file menu and then click exit.
Method 2
If the previous step fails then I would suggest that you scan and remove infections of malware or viruses on the use of the scanner online in the link below and check if it helps.
