Cannot do anything on the computer, message: 'I don't have administrator privileges.

Original title: I am logged in as an administrator. but I can't do anything because it says that I don't have admin privaledges..

So I tried to get into user etc. accounts and security window shield beside options as add or remove users, set parental controls, change the type of user account, etc etc. When I click on these things, nothing happens. It is somehow blocked.  It is said that I am logged as administrator but I can almost anything including the downloading programs, remove programs, RUN certain programs etc. It is very annoying and I can't understand how to fix it.

any help would be appreciated!

Oh, I'm running Vista Edition Family Premium in Windows
