Do, or you have installed Chrome? It appears that an update of Chrome, (mid April 2013), is responsible. Here are two patches.

Cannot open some CHM files in Windows 7 64 bit
Hello
I run Windows 7 64 bit with SP1 and sometimes I can't open CHM files.
I get the error message: could not open the file: mk:@MSITStore:. I've tried several things as when you rename the file, move it to another folder, modify the security permissions and some described in the thread following http://answers.microsoft.com/en-us/windows/forum/windows_vista-windows_programs/cannot-open-help-files-chm/096e6a97-d223-4896-b537-6bc1dafe6960 but nothing helped.
I will be grateful if someone could help resolve this weird question!
Thank you!

Cannot open files or programs, error: Windows needs to know what program to use.
Original title: I can't open any programs.
Today, I tried to free up space for some games, I tried to download. In the Remove Programs process I must have learned something really important. Now, all of the icons on the desktop are white and I can't open anything. None of the programs, folders, files, photos. The pop up according to open this file, windows needs to know what program to use. It does give me an option to choose a program and I can't open my internet browser unless I have to go through some point average round through my control panel. If there is a way to solve this problem, it would be really useful. I think that the computer uses Windows Xp.Thank you

Hi David & Laurakunde,
It seems that you purchased your Windows 7 from the Microsoft Store. If this is the case, you should be able to log on to your account to download the installation files again. In addition, please see the following article:

Cannot write to the folder C:\WINDOWS during repair or even Recovery Console
The security on my folder C:\WINDOWS on my XP Home Edition somehow got changed to allow total control over a normal users (not administrator), and * only * this user - that is to say, no one else appeared in the list of users who have access to this folder. I discovered this in the context of trying to figure out why the windows updates work is more due to the file permission errors. To try to solve this problem, I changed the security for the C:\WINDOWS folder to 1) completely remove the normal user authorization and 2) add full control permissions to the accounts of two administrators on the computer.
Unfortunately, next time I restarted the system, it would no longer boot properly - it shows a black screen with a white cursor, and that's it. I then tried using the Windows XP Setup disk to repair the installation. However, when the repair is executed, it is said that 'Setup cannot copy the file xxx.xxx' most every file it is trying to install. It may even be all he's trying to install files. The first file is complains about is vgaoem.fon and I tried to skip all files that fail, but I gave up after a hundred and it was still only about 25% complete.
Then I tried to go to the Recovery Console to see if I could tell what was going on. I noticed that I can copy files in C:\, but I can't copy anything in C:\WINDOWS or one of its subfolders. According to the documentation, I should be able to copy files in C:\WINDOWS--sinon, the Recovery Console would be pretty useless. My best guess at what happens is that the permissions for the folder C:\WINDOWS are somehow restricted such that even the administrator is unable to write to the directory. The ACL apply in the Recovery Console? I can't use the ACL commands in the Recovery Console, so I can't say. Perhaps there is a registry setting that causes this problem?
I really want to do a new installation I'm losing all my data (in addition to having to reinstall all my applications). Any ideas?
Thank you.
Steve
