  Try internet explore from the desktop instead of the version of metro/start... I have had this problem and this has solved.  Flash is already installed which explains why you can not download.  I have not yet tried chrome but I think that other people have installed.

  It is likely that the various files contain the CODEC, that are either not installed on your computer, or PrE is not able to use them.
