  It s very similar to your problem and I guess it happens because software Vista Chicony is not 100% compatible with MSN, Yahoo messenger or Skype.

  Hi, I have been using my built-in webcam since I started to install yahoo Messenger about a month ago and it's working properly, every time I use it and even last night. But this morning when I tried to open my webcam in yahoo Messenger, the webcam is not accessible at this time and the display of error messages said "Cam is locked by another Application?

  Is there something that you might be a help on how to fix this? or y at - it a possiblity that the application running my webcam needs to adjust the setting?

  I get the message that my build in webcam is locked by another application.
  I use the software assistant camera supplied preinstalled and Vista.
  Ive tried to close the sidebar of windows and messenger without success.
  I don't know what causes this.

  Whenever I tried to use an application requiring the webcam (Skype, for example), a message saying that the webcam is in use by another application appeared. I tied reboot nothing helps.

  I so, following the advice of the interent, uninstalled the webcam. I tried to reinstall the drivers from this site, but it does not install saying "an error occurred in creating file.

  I use my webcam for Skype quite frequently.  However, all of a sudden my webcam will not illuminate.  When I tried to open the "camera assistant software" to see if the camera worked there, he said the camera was "locked by another application" but I don't think I have anything open that would block my webcam.  Is there anything I can try to take my camera works again?

  I am desperately looking for help with my webcam Chicony 2.0 integrated who settled in my laptop Toshiba Satellite A215.
  It did not work properly since I was the last computer in August 2007.
  Always says webcam locked by another application.

  * Download driver Chicony Webcam drivers from Toshiba Web site section was updated. If you can't find an updated driver, try a new driver of another model of Toshiba.
  * Install the Service Pack 1 of Vista, or Vista Hotfix KB934374: http://support.microsoft.com/kb/934374 (KB934374 is included in SP1)
  * Update your e-mail software (MSN/Yahoo Messenger, etc...)
  * If you have another program that can use the webcam (e.g. Skype), make sure that they are completely closed and not, sitting in the system tray.
  * Try to close the bar Assistant camera on the left side of the office.
  * To stop the Camera Assistant software from running at startup, run Regedit and delete HKLM\Software\Microsoft\Windows\CurrentVersion\Run "Camera Assistant Software".

  Toshiba includes a pitcher to start for the management of some of the features of the system, such as shortcut keys, and the webcam. If you have a program that the web cam is locked by another pllication this is usually the cause toshiba utilities. So for your problem, you will need to do some research to find out which utility prevents normal functioning of the web cam.

  I'll give you the steps you need to follow all you have to do is use your favorite search engine to determine if the application is the culprit.

  In your case we will try a "selective startup", a selective startup will allow us to determine which programs you want to start with the PC and that are not required when starting upwards.
   
  Please note that for your PC to operate as it should with programs that may require appropriate start-up you'll have to do some research on the name of the executable file in the following programs 'services' and the 'starting' top tabs It's that you were researching the name of the program/service will help you determine which prevents proper operation of web cam.

  Lets start:
  1. click on 'start '.

  7. Once you have narrowed your list of services, click on the top tab of the 'start-up' page, follow the same rules as the previous step to refine your list of startup items. You will notice that there is no checkbox "Hide all Microsoft Services" because usually never whatever this is disabled in this tab affect the main operating system to start successfully. However be warned that the program itself do not work properly. In any case close to the bottom of the list by searching online.

  8. Once done with all the configuration changes, click 'OK '.
  9. you will now be asked to restart the PC, the decision is yours to make or "exit without restart".
  10. once restart is completed you will be asked a dialog box indicating you run in mode "selective startup", simply place a check in the box labeled "do not show or run the system at boot configuration utility."
  11. click on 'OK '.

  To reactivate it, rerun the 'System Configuration utility' and select 'Normal Startup' in the general tab, click on 'OK' and then 'restart '.

  The webcam integrated on my Satellite P300-h-13 no longer works. When I try to use it I get the following message: locked by another application. The only program on my computer that uses a webcam is MSN Messenger, Skype Yes or as some programs are not the problem.

  I saw some other threads on this subject, but those ppl had another laptop. And because I don't know that much about computers that I wasn't sure if I had to do the same steps to make repair.

  You can resolve this follow these steps:

  Hello.  I own a Toshiba Satellite L500D - ST2532 Windows 7 Home Premium 64-bit.  I'm having a problem with my webcam that everytime I try using yahoo messenger, a pop-up comes up and it gives me a drop down menu to the choice of the webcam to use (only one "USB2.0 UVC webcam") and then you can either click on 'ok', 'Cancel' or 'apply '.  Cancel or apply can be clicked countless times and nothing happens.  If you click 'ok' then the same dialog box appears and you click 'ok' and the window that would have normally your face in there for yahoo messenger webcam has a message that says "Sorry, no webcam was found on the computer" and a smaller dialog box that says: 'error' as the name of the box, then the box says "the webcam is not connected.  I tried to open the webcam with toshiba software and an error message of "device is locked by another application".  The only software that works is face recognition software.  My webcam has worked before and I read another forum that other users have had the same problem but with windows vista and I still find any forum for windows 7 users.  If I could have some information on this it would be greatly appreciated.  Thank you.

  Control Panel > system > Device Manager. GOTO imaging devices and right-click on the device (for example the Chicony USB 2.0 Camera) and choose "update driver software".

  You run the internal webcam software at the same time? If Yes, it could assign the webcam feature in Skype so close to the webcam software before you start Skype and use the webcam.

  If it doesn't work try reinstalling the driver for the webcam of the official website of Toshiba:

  But before you install the new webcam software, delete the old first, restart the computer. I recommend also using CCleaner to clean the registry before installing the latest webcam software.

  Locked by another application error message is known to me.
  This forum contains many discussions on this issue.

  First of all it is very important that Vista SP1 has been installed. This update package contains a fix that is needed to get the webcam working properly.

  Second messengers installed and loaded like MSN messenger, yahoo Messenger, Skype can lock the webcam.
  Therefore, you must remove these applications from the RUN key in the registry.

  The new installation of the webcam driver should also be made.

  I put t know why you can not reinstall the webcam software. Maybe you didn t reinstall it correctly. You must decompress the file before you start the installation. It would be also advisable to clean the registry with the CCleaner after uninstalling software.
