  Yes XP mode is only for Windows 7 full or professional edition.  The system requirements for this game is Windows 3.1 and Windows 95.  There is nothing more I can suggest to try to get this working.  You can search bing for older games.  There are sites that update 'classic' older games to run on newer systems.  You can look into this option.

  right click on the CC icon, choose 'Properties', select the "compatibility" tab, check "run this program in compatibility mode for", choose windows XP or Windows Vista in the list and click OK.
