I understand that you want to disable the open Internet Explorer at startup option.
Method 1
Step 1: I suggest to start the computer in safe mode with network and check if the problem persists.

Step 2: If the problem is solved in SafeMode with networking, then I suggest to perform clean boot and remove the program that is causing the problem.

Method 2

I would recommend that you delete the system of Advanced SystemCare surf Protection of Firefox Add-on. Previous versions have been blocked by Mozilla, because they can be stealth installed and is not approved.

Your answer showed no once again, but here are a few things to check:
1. If you hold down the SHIFT key and then connect your camera that should stop the pse to open.
Then go into workstation, do a right-click on the camera (by car), select Properties > AutoPlay and you should be able to change what is happening.
2. glance in the organizer of items in photoshop under Edit > Preferences > camera and card reader and see if the start automatically is checked.
(not all versions of the pse Organizer have that)
