  From your description, it seems plausible that another program can be disable Windows Defender.  You use a different type of antivirus/security software?  These are often the causes of Windows Defender turned off.  You can try a "clean boot" to verify that it is or is not caused by another application.  To check this, reactivate Windows Defender, follow these steps:

  To perform a clean boot on a computer that is running Windows Vista, follow these steps.

  1. Click on launch , t
  2. Type msconfig in the box start looking for and then press ENTER.
     
  • If you are prompted for an administrator password or a confirmation, type the password, or click on continue.
  • On the the general tab, click on Selective startup.
  • Under Selective startup, turn it off box load startup items.
  • Click on the Services tab, select him hide all Microsoft Services check box and then click on Disable all.
  • Click on OK.
  • When you are prompted, click on restart.
  • After the computer starts, start the program or game and see if the problem is resolved.
    If Windows Defender is on, there is another program that starts and stops this return.  You may need to try to reactivate each non-Microsoft service individually to find the app problem.

  Check your regional settings in the control panel. Make sure that your time zone is set to which your PC is actually in.

  If your time is changed after turning off the PC, it can be that the battery of your PC that keeps your clock "ticking" is dead and must be replaced. For desktop computers, it will almost certainly be a CR2032 and be something relatively simple to find and replace. for laptops, maybe it's not a CR2032 and may be very difficult to find and replace. Whatever it is, when in doubt, consult a technician, ideally one that you can get a recommendation for. I would have thought 10 dollars (including the battery) had to do for a desktop computer. A computer laptop pourrait be much more expensive, both for the battery and work.

  Given that repair options did not work for you.  I suggest you try the method below.

  Change the settings of the REGISTRY can cause serious problems that may prevent your computer from starting properly. Microsoft cannot guarantee that problems resulting from the REGISTRY settings configuration can be solved. Changes to these settings are at your own risk. Rename the Pending.xml file, and then change the registry notes read the following important notes before you use this troubleshooting method. Use this method to resolve the symptom of restart that is described in the "Symptoms" section, so that you can back up data before you reinstall Windows. You must use this method of troubleshooting only if you plan to back up data and reinstall Windows. Use this method only after trying other methods. Note If your computer is not configured to start from a CD or a DVD, see the documentation provided with your computer for instructions on how to continue. Use this method only if the computer has no restore points or if you cannot start your computer to a point where the system restore feature is available. After using this method, the following conditions may exist until reinstalling Windows: An update is being installed may not be installed correctly. Windows Update may not work correctly. If an update is installed, you may be unable to stop the installation process. You may be unable to enable and disable certain Windows functions in option. Certain optional Windows features may not work correctly. The computer may be in an unprotected state. To rename the Pending.xml file, and edit the registry, follow these steps. • Auto-install Windows 7 update - each time approval message "Setup."

  Something seems to not work properly.  I chose the automatic download of the updates to the Windows 7 Home version.  They have always installed when I shut down the computer.  Now, every time I shut down my computer systems ZT I get the automatic message updates are installed and to not cut food.  Apparently, there is something wrong.  Any suggestions on how to fix?   This happened last month.  Thank you.

  If you still receive the message to not turn off the computer, as updates are being configured or to proceed with the installation, you can try the following methods and check if the problem persists.

  Method 1:

  Try to run the next fixit and try to install all pending updates.

  If the fixit does not help try to reset components Windows as shown in the following link:

  Note: Don't forget to re-enable services, as shown in the link above.

  Method 2:

  If method 1 does not work, follow these steps:

  1. Browse to the location: C:\Windows\winsxs.
  2. Find and rename the pending.xml pending.oldfile name.

     Note: The steps above are for Windows installed on drive C:. If your Windows is installed in a different drive, please substitute the respective drive letter "C:".

  Rename the SLStore in SLStore.old from this location

  Windows:

  C:\ProgramData\Adobe

  Mac:

  / Library/Application Support/Adobe

  Once if you please and rename it OOBE OOBE.old from this location

  Windows:

  C:\Users\(your username) \AppData\Local\Adobe

  Mac:

  ~/Library/application support/Adobe

  Please launch any creative cloud also asked the CS 6 applications and reactivate once more. It should solve the problem

  I guess that you are facing this problem, mainly with commodity 64-bit as Photoshop Extended 64-bit, After Effects, Premiere Pro, etc.

  I'm running OS X 10.10.5 on an end 2013 27 "iMac 3.5 GHz with 32 GB of RAM.

  I have no idea what caused it, but start within the last week, OS X has problem when switching between audio output devices. Sometimes I use output built-in, and sometimes I use one of the two audio devices USB different. But even when I manually pass the output device, either from the right or in the preferences system-noise menu bar, it does not always correctly UNLESS I run the terminal command "sudo killall coreaudiod" after which it immediately works perfectly again... until my next reboot.

  Yes, a fresh user account works FINE. It is only my user account that I used since I have this computer that has this problem. I know that I could create a fresh user and migrate files to the new user all my life, but I really don't want to do that, unless it is absolutely necessary. Something almost a year ago caused this problem, and the migration to a new user was the only solution. I don't want to do that again if possible to avoid for many reasons.

  -trashed MyUser/Library/Preferences/com.apple.audio.InfoHelper.plist

  There are probably other prefs that I've trashed, I don't remember right now.

  Because a fresh user does not have the problem, I really feel like the problem MUST be somewhere in my user folder library. Perhaps a cache or a preference that I have not thought. I wonder if just a reinstall of the OS X Yosemite (while keeping my user intact and NOT completely clear) would help.

  Can anyone help? I don't want to deal with the migration of my user and I don't want to have to run "sudio killall coreaudiod" whenever I start.

  I FIXED IT! And remember that this is how I fixed it last year, too. Apparently an update of my software Native Instruments, a couple of weeks ago secretly put NIHardwareAgent in my list of connection.

  NIHardwareAgent out of my login items and restart completely solved the problem.

  So happy. I hope this can help someone else that I couldn't find this answer anywhere online and of course could not remember how I fixed when this happened last year.
