What kind of PC you are using? A desktop or laptop computer?
By "doesn't turn off" do you mean that you cannot close it in the start menu? or you can't even by pressing the button on your desktop/laptop?
If you can turn it off in the start menu then your power button is damaged, and if you can't spend it in the start menu then something is wrong with your operating system.

When I shutdown/hibernate/standby/resume my laptop, it will die completely.
All programs will be closed (when stop or restart) and I think that OS will also close. But the laptop will not turn off. Power LIGHT and fan will stay on.
And when I try to Hibernate, everything is ok, but I have the same problem.
Whenever I have to turn it off by holding the power button, otherwise the battery will be discharged.
After manual turn off, when I turn it on again, everything works correctly:
-If hibernation: OS will continue to last situation.
-If start/stop: OS works normally without error or warning.
After sleep, OS works from the beginning. Because the data stored in RAM and will be deleted after power off.
Perhaps a portable automatic perevent equipment turned off. All the drivers are up to date.
Is there a parameter/software to check and fix my problem?

On some machines, the pilot for 11 series IMEI has been known to cause that kind of question of the judgment, so it may be worth trying an earlier version.
You can use the following method to install an earlier version of the driver IMEI.
Download driver IMEI on the link below and save it in your downloads folder.

Disable your wireless card (should be f12 ).
Open your download folder and run the installer - it warns you that it is an earlier version, but simply continue.
When finished, restart the laptop.

MacBook will not turned off properly

my MacBook Pro 13 "2013 retina is not turned off properly after installing macOS Sierra.
It takes about 20 minutes after clicking n closed. The screen is black and miss me closed animation (this circle loading bit). After a long time the circle appear and it takes 10-20 seconds (normal closing time) to shut down my computer.
To me it seems that there is a program or task that can not shut down properly.
How to see what program slowed down the process of closing?

Read other articles on the upgrade of the BIOS but wouldn't go the upgrade in case missed me something obvious. It is a laptop replacement after the last Toshiba laptop (3 weeks old) no longer works in total.
