  Double click on the home button and force close safari.

  Press the home button to exit the mode

  Then, go to settings, safari and delete your history

  For good measure, you can force your iPad to restart by pressing the home button and sleep for about 20 seconds. When you see the silver Apple, release taken and let restart then try safari again.

  If the phone works very well in mode without failure, then probably some 3rd party app is the problem. The challenge is to find what app or apps is the problem.

  Mode sometimes course does not help, and a reset is the next step only. Other times in safe mode simply confirms that the phone is physically ok, but there is not point to the actual problem.

  Safe mode is designed to allow the phone to start without any 3rd party of loading applications (not always, but that's the idea) but some configuration parameters can still load, it is not infallible. But it is sometimes useful exclude a hardware problem on the phone.
