"Could access the Windows Installer Service" when you try to install codecs

The Windows Installer

When I try to run the codecs of corel, the following alert appears:

The Windows Installer Service could not be accessed. This can happen if yor are running windows in safe mode, or if the installer of the window is not installed correctly. Contac your support staff, assistance.

Can someone help me out here. I'm still trying to run a dvd on my WMP movie, but no codec plug-ins introduce yourself. Prior to that, I get another warning:

Windows medal drive has not been closed properly. A damaged or incompatible plug-in could have caused the problem to occur.

As a precaution, the plug-ins optional have been disabled.

  • "Error 1719. Able to access the Windows Installer Service"when you install programs.

After spending the last week every night trying to get some software installed (and of course the search for remedies in probably all available forums), I let go and post this request for assistance. But first my story:

I have lived the last week suddenly my Neat Receipts software does not recognize my scanner more. Trying to reinstall the software, I came across the error that Windows Installer could not be started. That's when I started first for solutions. I was surprised how many solutions I found (but more redoubled practically the same thing), but none did it for me. At this point, I was always under the assumption that it is a problem of the Neat Receipts software.

Then after another night of frustration I could not pass my trial version Office 2010 plus a sort of license error. I was a little surprised that the trial version which abruptly ended without giving me the opportunity to enter a license key (I got wrong), but doesn't bother too much because I liked the product and had noticed last week as well as Office 2010 is already officially released and I decided to buy it. After spending about $300 and a successful upload, I tried to install it.

And here my saga continues. First I got the message that I couldn't upgrade my trial version and need to uninstall. Uninstall with the uninstaller routine does not work (windows error message install), but I could uninstall it using the Windows-Install-Clean-Up utility. Now, I can start the installation process, but after being nearly halfway through the installation, I again get the error of Windows install the Windows Installer Service cannot be accessed (Error 1719). It is roughly the same error that I got at the beginning, when I tried to reinstall the software, Neat receipts. So, it seems not to be a misapplication of Neat receipts or Office 2010, but a windows problem.

The frustrating thing however is that after spending all hours searching online for solutions, the only thing I've discovered is that I am in good company (i.e. There are many others have reported the same problem), but none of the solutions work. Just to be safe, do not for get the same Advisor I tried already several times, let me enumerate what I've done so far:

    1. I am logged on as administrator

2 - I started the Windows Installer service

    3 - I ran SCF /sannow (no problems found)

    4. I not saved and re-entered the msiecec with / opt and/regserver. I did so explicitly for BOTH (!) msiexec programs, one in the system32 folder and the one in the sysWOW64 folder

    5. I tried to repair Windows 7 boot from the windows 7 installation DVD and run the option repair (no problem found)

    6. I tried to pass the parameter registry WOW64 (for MSIServer) from 1 to 0 (I found this in one of the suggested solutions) [and later again back to the original value 1]

    7. I tried to 'force' windows to ignore the msiexec for 64 bit (in the system32 folder) by renaming and by identifying the msiexec for 32 bit 9 in the sysWOW64 folder) and update the path regsever C:\Windows\system32\msiexec.exe \V to C:\Windows\syswow64\msiexec.exe \V

8 - I disabled my firewall and antivirus

9 - I did everything above in many variations with reset (both the save option - reboot)

-in fact, I could do things more I can't remember.

Unfortunately a recovery is not an option most, because I guess I tried too many things and my view of the possible return is a point in which my computer was already in place...

I tried to involve as well a representative of Microsoft support explaining my dilemma, but only made e-mail a generic response on this same forum (great customer service!).

While I was actually pretty happy in the last 4 months with my new Windows7 (and thus Office2010), I am now reaching the point where I fell like throwing finally the towel and kiss goodbye to Microsoft. I was seriously considering to move to Apple before decide me in February favor some cheaper hardware to continue with Microsoft and the new Windows7. But this experience not being able to fix my computer after spending nights in the search for solutions and not be able to get support from Microsoft disgusts me.

Now I wonder if there is someone out there who could help me out here...

Of course, the .msi applies only to installers .msi, which was my mistake for which I apologize.  Regarding a clean installation, the fact remains that you have faced this anomaly for several days, a clean install, despite the pain, would be a distant memory now.  This is my personal opinion, not Microsoft, they me disavowed a long time ago, in all cases MVPS have nothing to do with Microsoft, although the price is published by Microsoft, it is awarded for the caregiver, or in this case try to help others.  It is good that I can at least allow you to vent, it's better out there that maintenus kept bottled upward, no matter how hard it seems to fix the problem, it will be resolved in your favor by subsequently, one way or the other.

In pursuing the side of permissions of things you can try that if you wish.

This example may or may not work for you, with your program?

"It seems that the"Run as Administrator"command gives you administrative privileges only, and they are not enough to install Java (and OpenOffice, by association). To work around this problem, you must actually connect to an administrator. Open a command prompt with admin rights by clicking Start, type cmd in the search/run box, hit CTRL-SHIFT-ENTER. At the prompt, type:

NET user administrator / Active: Yes

Then disconnect from your regular account and record as an administrator, you should be able to install the program. When you are finished, open a session to your regular account and, for security reasons, disabling the account administrator for assistance:

    «net user administrator / active: No.»

I'm tring to appear on an error message received when I tried to download .NET Framework 2.0 it says could not access windows service install and I need this program to the someone can help?

    Hello
    1. are you able to install other programs?

This problem may occur if one of the following conditions is true:
    1. the Windows Installer files that are on your drive hard are missing or are damaged.
    2. you install or remove a program that uses the package file to install software for the Microsoft install (MSI) Windows (.msi).

To resolve this problem, use the following methods.
    Method 1: Reregister Windows install.
    1. Click Start, type cmd, right-click on cmd, and then click Run as administrator.
    2. at the command prompt type msiexec /unreg and then press ENTER.
    3. at the prompt, type msiexec/regserver, and then press ENTER.

Method 2: Disable the .NET Framework 3.0 before installing .NET Framework 2.0
Microsoft .NET Framework 3.0 is the default version built into Windows Vista. We recommend that you first cross check if it is enabled in the Windows features turn on or off. To do this, try the following steps.
    1. click on start, type optionalfeatures and press to enter.
    2. in the verification of the list if .NET Framework 3.0 is enabled or disabled. If it is enabled, disable it and restart the computer.
    3. install .NET Framework 2.0 and check the result.

Method 3: Install the latest .NET Framework.
    1. visit the following Web site and download the latest version and install it.
    http://go.Microsoft.com/fwlink/?LinkId=120486

For more information, see this link: http://support.microsoft.com/kb/942288

NOTE: Don't forget to follow method 2 to activate the .NET Framework.

    I hope this helps.

    Kind regards
