• Create a new account on Surface RT, cannot install applications or updates

  Had a Surface RT since January and all recently tried to create a new account for someone else on my Surface. I was able to create a new account and I am able to switch to him, but it won't let me install the updates and new applications.   You might consider this: go to accounts in Control Panel and remove all files for the account and the new account (you will be asked if you want all the deleted files). Then I restart the Surface and then re - enter the new account, go to control panel and make an administrator account, and then connect to the new account and see if the problem with applications has been resolved.
