  I want to assure you that try to save space on my Iphone or Ipad, I not permanently erase the photos on my photo library iCloud. Just recently, I migrated iPhoto Photos and raised my iCloud to 200 GB storage. My iPhoto library is large (several years photos) to 72 GB. Since my Ipad and Iphone are connected to this library iCloud, I don't want to go beyond memory on these two smaller devices (Iphone and Ipad). My MBP has lots of storage and that was my main place to keep the photos. Any suggestions on how to handle this would be greatly appreciated.

  Did not help desk:

  I tried to disable iCloud photo library, restart my phone and reactivate iCloud photo library of time settings 'storage iCloud' and 'Photos & camera '. This has not fixed the problem.

  I have 'My Photo Stream' active and I use iCloud on Windows 10.

  I had the same problem and did the option 'Disable and remove' even though I know that it takes 30 days.  I've seen other people on these forums, mention that they had results if/when they took contact with Apple Support.

  With iCloud library enabled, you cannot delete a photo on a device (or iCloud.com) without deleting each device which uses iCloud photo library (iCloud.com). In order to save space on your mobile devices (and indeed your Mac if you want to) turn on the optimization of the pictures on these devices (settings > photos & camera > optimize storage on your mobile device and Photo preferences > optimize storage on your Mac)

  Dynamic optimization, it reduces the resolution of your photos, if necessary, so that you don't notice it occurring initially. However, when necessary, it is very effective, and users have reported libraries being optimized for much less than 10% of their original size in some cases. My own library is about 9% of its original on my phone size.

  iCloud is a synchronization system, not just external storage.  Once you turn on photo library all you do with a photo is on ALL of your devices (including remove them).  See the last section in this article on how to recover pictures that you inadvertently deleted:

  I'm trying to free up storage on my iPhone 6 more running iOS 9.3.1. Photos is empty. Recently deleted photos is empty. Photos is disabled in settings > icloud > photos.   If you have iCloud library enabled in the iPhone then any photo that you delete from your phone is also removed to iCloud and all devices connected to this library to iCloud. It is not a setting or an option where you can change this while continuing to use iCloud photo library. You can reduce the space required on the phone by activating the settings > iCloud > Photos > optimize iPhone storage.   All valid questions and points you present!  iCloud is not designed as a platform for storage on traditional cloud for backups.  If you are looking at that, and I highly recommend do you, after some preliminary research, then you should consider these options for third party such as Dropbox, Flickr and my personal favorite Google Photos.

  iCloud is designed so that all your pictures/videos are synchronized and accessible on all your devices.
