Disable the Mouseover Action until the point on the timeline

I seek to animate the scale of a symbol by using a mouseover action. But I need the animation contained in the symbol before there is an option to apply the mouseover action. Otherwise, the animation scaling in the conflicts of symbol with the animation scaling applied to the symbol.

Is it possible to restrict the function of a mouse action after a given time on a timeline?  I want the symbol to scale on mouse over, but it was only after the first animation.

    Have you ever been able to play games online with this computer?
    What version of Vista and what service pack you have?
    You are able to surf on the net normally or you we lag with almost anything on the internet?
    If you have not yet done so, perform a clean boot , and then test your access.  Also make sure that your system BIOS and chipset drivers are up to date.

    I have a new HP laptop with Windows 8.1. I HATE the charms bar. It is very annoying. I have disabled the function of the angle of the bar charms appears is more that if I drag the edges of the corner, however, it pop again randomly.     UDATE UPDATE: lol... I posted this below, but repost here... The solution given by the employee of Microsoft Chat line did not work...     You will need to enable the touchpad on the laptop itself.

    Find the area of the touch pad, you will find a button to enable or disable the touchpad.

    If the step above doesn't, try this step.

    Go to control panel > mouse > device settings tab
    Click (or to disable)

    Notes:
    On some models, there is a keyboard shortcut to enable or disable the touchpad. For example, ACER, just do Fn + F7.
    You can click on Reset device if none of these solutions work.

    If you still can't touch pad to work, you will need to contact the manufacturer of the laptop computer for more information.

To disable the track stick, click Start, Control Panel, mouse, wait for the Dell touchpad image to appear and click on the picture of the touchpad, click option pointing stick or device selection, you should have an option to disable it.

    Well, Yes, you can shut down the computer to automatically create restore points by disabling the system of protection under the system restore. System protection is a function that creates and records information about your computer's system files and settings regularly. The system protection also saves previous versions of files that you have modified. It saves these files in the restore points that are created just before significant system events, such as the installation of a program or device driver. They are also created automatically once every seven days if no other restore points were created in the last seven days, but you can create restore points manually at any time.

    Again, I suggest you to create a restore point when you turn off system protection. Basically, to store restore points, you need at least 300 megabytes (MB) of free space on each hard disk with the system on Protection. System Restore can use up to 15 percent of the space on each disk. As the amount of space fills up with restore points, System Restore deletes older restore points to make room for the new. The system protection, the feature that creates restore points, is enabled by default. We recommend that you keep System Protection turned on for all hard disks that contain important files so that you can use system restore if you need to.

    What is the brand and model of your laptop? What version of Windows 7?

    Many laptops have a key that will enable/disable the touchpad - mine is on the top row of keys where the function keys.

    You could also open mouse in Control Panel and look for an option here.
