It is sometimes easy to get rid of the error message by doing something like disable the startup item in msconfig (if you can still find), but I suggest you fix the problem and difficulty not only the symptom of the problem by simply deleting the startup message.
I would also not recommend you start digging in the registry to try to find the startup item and remove it unless you have a backup of your system or at least a backup of your registry, because there is no 'Cancel' or 'quit without saving changes' option in regedit.  If you make a mistake, that's all.
These ideas relieve 'rapid' and sometimes risky of the symptom if they not even work at all, but they can't actually solve the problem.  Also, I'd be suspicious of ideas that begin with the words "try."  You don't need to try things, you need to fix things.  You don't need to try ideas that might work, you must do something that will always work all the time.
Here are the detailed instructions that protect you and solve your problem in the 'right' way.
There is very little. DLL files that should be loaded from the C:\WINDOWS folder and is not one of them.  If you can't find a good explanation for the name of the file in a Google search, re chances while your system is currently or has been infected with malicious software.

    1. to delete your cache files, open your MY documents Arts\The Sims 3\. Inside there will be a number of cache files:

    CasPartCache.package

    compositorCache.package

    scriptCache.package

    simCompositorCache.package

    Delete all those files you have.

    2. also look in the folder MY documents Arts\The Sims 3\WorldCaches\ (if you have one) and delete all the files inside this folder. Don't worry if you don't have a record of WorldCaches , or if it is empty - some people have WorldCaches and not others.

She did a disk defragmentation and clean last night... today, when she turned her on she received a Windows root>\system32\hal.dll error message. We do not have a CD to restart from... and it has a CD drive in the laptop. I can't find how to get to the system restore point... Ive tried f10, f12, f9... r. I also went into the BIOS and there is only one option it to boot from... any ideas? any help would be great.  17 am very angry. Thank you!

    Fortunately, not all is lost here for you. You have several options. You will need to create a CD of the utility. (1), you can boot from a usb flash drive and run utility Cd or 2) you can buy a removable usb device cd rom and there. It's the best option, but instructions differ radically, so I need to know which is your choice of boot options to help you. You won't have a windows disk to perform the procedure.

    Hi Mike... When the pop-up window appears at the top of the pop-up window, it should tell you the name of the software that is associated with the dll missing/corrupted. Please look and see if it is listed, and then tell us what software. Make sure that you list the full error message.

    In addition, do you use a Linksys router to connect to the internet? You should also do a scan with Malwarebytesmalware. It doesn't matter what other scanners you used. Scan with Malwarebytes. Thank you.
