  I moved my library of photos from my laptop on a thunderbolt 2 TB external drive. I opened pictures (option click) and chose this place to open. Then I opened the photos and click preferences on use this as library of photos of systems. I checked iCloud and he said that I had referenced files that could not be downloaded and consolidate them.
