downloaded the 13 photo shop elements does not appear on the list of programs
How can I access the program? Download took almost an hour, decompression of ZIP files, etc. took awhile and then was prompted to restart and no e13 appears just e8.

The file you unzipped, please, try to re-run the installer from this location.
If you get the dialog box asking you to IGNORE or RETRY (restart of windows is in progress), please click on IGNORE and do not restart the machine.
Or, if you can attach a screenshot of the error, it will be easy for us to help them solve the problem.

Applications like After Effects, Premiere Pro are compatible with 64-bit computers only.
However, you can install the CS 4 version that is compatible with 32-bit computers.

The library never showed? Check if your library currentPhotos is attached to the photo library of the system.
Pictures of launch and open the preferences. The button "use as system library" must be grey, as shown in this screenshot. If the button is gray, click it, and then restart iMovie and Photos or restart your Mac.
It may take some time after you set up your library of Photos, before it becomes visible in the media browser. Photos needs to create previews, and's done it by background processes, let it run overnight.

Is your photo library a library of iCloud? Fix library will be to download again to iCloud. Fix it only as a last resort.

Yes. Help, please. I want to download Lightroom CC (preferably version 6). It does not appear in my list of creative cloud. I've been a CC member since it was started. (The photographic version which SHOULD include Photoshop AND Lightroom). I have the stand-alone versions of 6 Photoshop and Lightroom already installed 5 too!
