Electricity went computer out - rebooted and now there is only a turqusoise screen

Help!  I can access all my files and internet (my document window has increased and I can access the things from there), but my office is completely naked.  Not even a start button.  I right click on the screen and nothing happens.  Help, please!

You are able to access the taskmanager?

Because we are not able to see the taskbar at the bottom of the screen, you can also open the Task Manager by pressing CTRL + ALT + DELETE, and then clicking Start Task Manager. Once the Task Manager are in place, follow one of the steps mentioned below.

Method 1

(1) click on file, new task run, type lusrmgr.msc and hit ENTER.

(2) in the left pane, select groups.

(3) double click on users in the right pane.

(4) click on add and then click locations. Scroll to the top of the locations dialog box and select the name of the local computer, and then click OK.

(5) in the enter the object names to select field, type Interactive. Authenticated users (separated by semicolons). And then click OK.

Restart the computer.

Method 2

Run the following commands from a command prompt:

Net localgroup users interactive / add

Net localgroup users "Authenticated users" / Add
