Enabling Security Center - how to?

I use Windows vista services Pack 2. My service center service is disabled. Despite all my efforts, I am not able to enable it. Please advise to allow

Start > in the search box, type ser > Enter > scroll to Security Center > column to the left, click on restart this service.

Also make sure that...

under status, it should be... Has begun

under Startup Type, it should br... Automatic

If not, right click on Security Center > properties >
under Startup type, click the rightmost point and select Automatic (delayed start)
under Service status, click Start
Click OK when finished.
