  Intel turbo boost is activated and functional on y570. From what I noticed, in heat mode there is always enanbled until the CPU reaches 90 degrees, then it turns off for a minute or two and who returns usually CPU/GPU to 80-84 and then re-active again (it starts no limitation, it disables only turbo). IMO, it's quite reasonable behavior, 90 degrees is not too high temperatures for these CPU/GPU.
