Equim M40x: DVD player will not change the region even with 1 change remaining

I have a Toshiba Equim M40x with a carpet * a DVD - Ram drive 830 s. My children recently tried to play a region 2 dvd and it failed with the message the DVD player is set in a different region.

When I went into Device Manager to change the region (it was set to 1), it showed that I had a chance to change.
However, when I tried to change it, I received an error message: "unable to update region setting. Please make sure the drive contains a region 2 media and you have the privilege of the administration. »

I tried to put a region 2 dvd in the drive and I have the privilege of the administration and it still does not work.
I then went looking for firmware free region for this disc, and of course, it does not exist.

    I have checked the European driver of Toshiba page and chose the Qosmio G30 PGQ31E series and found the update to the most recent Firmware for HD DVD-R + r DL DRIVE (SD-L902A) and for the readers of disc-DVD-HD TS - L802A.

    Go to Device Manager and remove the drive from the list of devices CD/DVD.

    Then start the registry (regedit) and delete the Upperfilters and Lowerfilters completely from the following registry key values:

    Then restart your laptop, and after that windows installs it again. Perhaps this may solve your problem.

    The TEAC DV-W58E DVD on my Dimension PC drive will play videos and games and will read and write data on DVD.

    Recently, I went for 2 weeks - when I left my computer was working and my dvd drive could read all my disks (mainly games)

    My return however (and after the installation of 18 updates last night) the bed DVD player is no longer just about any type of media disc (having already be able to read all). However, whenever I needed it for work, he did, I noticed that before I left my DVD player had played a bit and seems to be trying to read discs (making the noise of rotation).

    I am running Windows Vista 64-bit with all maintenance applied.  My computer has two DVD RW drives.  When I push the eject button physical on the drive, the tray opens for a while and then quits.  If I select "eject" on the graphic display (Windows Explorer), the behavior is the same - the tray opens for a while and then quits.

    Here's the new readers.  I just replaced them, since the old disks had the same problem, and I assumed the old disks were somewhat defective.

    If I just start the update of the BIOS, the problem goes away - I push the physical eject button, and the drawer opens and stays that way.  For this reason, I guess that the problem is not the faulty discs, but something that makes Windows.

    Back to a system restore point previous fixed the problem and I could again play the files in Media Player, but during the night that Windows updates installed and the morning I could not play these .mp4 files once more. So I restored to a point earlier, changed my updates so that they are is more automatic and by installing each day at a time, I finally isolated the problem in Internet Explorer 10. If I install that, just Windows Media Player will not play these files.
    I tried a manual update of Internet Explorer 10, turn off all the options of toolbars shit and everything, thinking that when it automatically installs those who may be included, but that has not helped. Had to go back to my previous IE10 restore point. So no matter what, Internet Explorer 10 kills my ability to play .mp4 on Windows Media Player files.
    I don't have toolbars running on IE9 at all.
    I know that's obvious answer is 'do not install Internet Explorer 10' or if I do, download another player for .mp4 files. But the fact is, it shouldn't happen, it is indicative of something being wrong, and I would like TO be able to install Internet Explorer 10 AND use Windows Media Player to play these files. If someone else has had this problem, or know a way to fix it?

    Windows 7 Ultimate 64 bit
    Intel Core i5 - 3350P @ 3.10 GHz CPU
    ASRock H77M LGA 1155 motherboard
    8 GB DDR3 240 - Pin SD RAM

    I tried myself after experiencing the same problem and error code. I uninstalled the KB2670838 update, and then my Windows Media Player finally worked again. I also found that IE 10 must be uninstalled as well. Installation of IE 10 also automatically installs the update of KB2670838 platform. After uninstalling KB2670838, IE 10 automatically uninstall with it, better you hide two updates so that they do not install again. From the link in the previous post, I learned that the platform update is having problems of conflict with the AMD drivers. Good luck to you and hope this helps.

    I have Windows 8.1 and a his Ashley Soundblaster card.

    PrPro CC project: imported from motion picture film at home (DVD NTSC), edited, and soundtrack.

    Transcoded with Media Encoder.

    Imported as the timeline again: added, any chapter markers the PSD as Menu and related chapters (etc.) then engraved on DVD.

    DVD only plays in your computer (Windows and MAC), not in a DVD player.

    Because the help files are really not very useful (must be in business somehow with Lynda.com), I looked at various things. I do not know who exactly fixed the problem, but here are some of the things I've done:

    (1) in PrPro CC, chronology selected then file > export > Media. Is nothing new.

    (2) in Media Encoder, in export settings, I selected the tab changed and Audio Dolby Digital PCM. Must be a conflict with export of PrPro CC which had PCM audio.

    (3) in Media Encoder, changed the Source range to the entire sequence. This time, I got three output files (WAV, MPEG and XMP). Before you change the settings, I received only MPEG and XMP.

    (4) in the still, import as > timeline time MPEG and WAV.

    (5) in the still, import as > Menu for my PSD file and implement all actions.

    (6) in still, tab generate, in area Codes > activated Custom, then deselected all except 1 region.

    (7) in, tab generate, in Destination, permit Test before writing. On every other DVD - R failed as "already been written" (or something like that).

    (8) in again, burned ISO then DVD, both for the current project.

    (9) slapped DVD in all my DVD players.  SUCCESS!

    So much help does not have that kind of help!
