Seen 'Spirit X' answer on the forum and run 'Mr Fixit' article id ref 314060 claiming to have fixed it but problem persists!

You did ALL this as suggested? Please restart at the top and working down the list, as is often
the set of operations that solves the problem.

19 code means there is a driver conflict such as two devices attempt to use the same resources.

Please make all below even if you have done some before as it is often the set of operations which solves
the question.

Try this - Panel - Device Manager - CD/DVD - double-click on the device - driver tab - click
Update the drivers (this will probably do nothing) - then RIGHT click the drive - UNINSTALL - REBOOT
This will refresh the default driver stack.

Normally the above will solve this problem otherwise working your way down through them, even if you did
them before.

    What system do you use?

    Also have you tried to write data on discs of different brands?
    It might be possible that there is a problem with the disc incompatibility.
    So if you haven't tried different brands in the past, I recommend to do this.
    TDK are good and recommended use and test the R discs.

    Some users to also clean the laser lens. This helped also.
    Hydrophilic cotton tip and liquid alcohol is a good tool to get the clean laser lens.

    I tried to uninstall and install this unit several times.  I tried to install a USB DVD drive as well (and uninstall) and get the same error.

    Seeking solutions sends data to Microsoft (apparently) but I have no feedback.

    I don't see an option "UNINSTALL - REBOOT.  I uninstalled the devices (Optiarc AD-7561 and the DVD ROM Targus USB drive) and restarted the computer.  When both are installed, I get the same error from registry

    Another possibility is that the cables are loose. Remove ALL power, then make sure that the cables in both
    ends. Remove and replace, do not just tight. For laptops, you can often clean power and
    contacts data with a pencil eraser.

    Step 2: You have disc problems as the CD/DVD is actually 4 discs in 1 case (CD & DVD
    Burn and CD and DVD read). So it is not unusual for 1 or 2 operational so that other parts
    do it right.

    Did you follow the Troubleshooting Guide for the reader who still does not work? There are
    the entries in registry that the troubleshooter does not solve and those who "might" be the cause.

    Check with your Maker system and a device for the two possible firmware updates and
    the correct registry entries for your car.

    Here are the keys that I of course are those in question - for the subkeys of the CD/DVD drive
    as there will be other subkeys in these keys. Do not forget to ask specific keys involved as well as
    the parameters.

    Try the following steps:

    Method 2
    I suggest that you put the computer in a clean boot and see if the problem still occurs.

    I tried all the solutions online that I can find - uninstall the drivers, removed the CD rebooted and reinstalled and rebooted... no matter what I try, I can't shoot to work. I honestly don't remember what might have changed since I use often (family system). The system is entirely up-to-date via Windows Update of Windows XP. It's a DELL 4700. Since the purchase, I had to wipe/reinstall with non OEM XP, due to a virus problem at the beginning. I have a 2 to 4 GB upgrade memory. I added a second internal SATA drive. Recently, I installed an external USB on optical drive EZ-writer-it works very well. I would be grateful for any guidance for rethinking the role of the registry or to debug the original disks.     Is the Bluetooth material included as a built-in or external dongle on the computer you bought from Dell? You might try completely uninstalling the software and the device from Device Manager and use the Microsoft Installer Cleanup utility to remove all facilities remains. After you remove the software and drivers using the utility, reboot the machine and then let Windows ask for installation for the device drivers. It is important that you install only the drivers at this point in the installation. The reason for the installation of the drivers is only to work around problems that may occur between the Bluetooth software and the Bluetooth integrated management system which is part of Windows Vista.

    Try installing only driver hardware and then let us know if it works.

    Just discovered cd-rom not working not on U500 PSU9MA - 00K 013, checked Device Manager and uninstalled the driver reinstalled + restarted and still does not.

    Get the error code 39. CD-ROM seems to open okay and the light turns on this subject but not reading/reading cd when inserted. Drive appears in Windows Explorer either. Windows 7-32 bit (service pack 1).

    Ugly calendar like any uninstalled Norton V4 to install V5 of disc and may not without cd-rom.

    Had the same error as part of the ODD in the past could solve it following way:
    -J' removed the ODD (remove) Device Manager
    -Now to the registry delete filters upper and lower key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\ {4D36E965-E325-11CE-BFC1-08002BE10318}
    -Now reboot the laptop and wait windows has recogniyed the ODD in Device Manager
    -Now, ODD should be visible in MY computer
