  OK... I had the same problem with the download of the 2007 Microsoft security updates. When I tried to install updates, I receive error 646. I finally solved my problem by going to the Download Center on Microsoft and I install manually.

  Here are the steps that I took... which I think should work:

  (1) go to the Microsoft Download Center: http://www.microsoft.com/downloads/en/default.aspx
  (2) look for each update code that begins with the letters "KB" and followed by a set of numbers (i.e. KB974234)
  3) click on the link for the download and then click on download and run. I think you have to accept an agreement, then click on continue or OK
  4) repeat for all downloads that you can not install
  (5) run Microsoft Update new and click search the updates and if updates have been installed successfully, they should no longer appear in the updates that must be installed.

  I don't know if it is not relevant or if it helped me succeed to install updates manually, but before I manually installed my updates I followed the instructions David_O posted here http://social.answers.microsoft.com/Forums/en-US/vistawu/thread/f3390e74-9961-4aae-8a05-554c1a9cf1a2 . I suggest that first of all try to download manually by following my directions.   I was not able to complete this update for about 2 weeks. I tried following Windows Help and it does not solve the problem.

  Hi, Windows Update advises me to install this hotfix. I have Vista and MS Office 2007. Whenever I try to install KB2288613 error code 646.   Here is an article with a fix for updates, get the error code 646 (mainly Office updates):http://support.microsoft.com/kb/2258121.

  If this does not work, try the Windows Update Agent to:http://support.microsoft.com/kb/949104/.

  If this does not work, try a boot minimum http://support.microsoft.com/kb/929135.  If the problem goes away then it's just a matter of tracking down the culprit at the origin of the problem.   Follow the procedures described in the article.  Once found, remove, delete, disable or uninstall.  Once remember to put Vista in normal status, as described in the procedures. If the problem occurs in clean mode then just restore the system to normal and reboot - this solution will not work.

  Try to download and install manually by download on your desktop and install them one by one. Insert the number of KB to get updates on the right and choose the one corresponding to your version of Vista:http://www.microsoft.com/downloads/en/default.aspx.  If the error persists, temporariliy disable UAChttp://www.howtogeek.com/howto/windows-vista/disable-user-account-control-uac-the-easy-way-on-windows-vista/ and your security software and try again and see if that helps.  If this isn't the case, re-enable the programs before you continue.

  2 restart your computer for the change to take effect.

  4. install. It should work fine.
