Error message in Outlook 2003; This operation has been cancelled due to restrictions in effect on this computer - Vista / Internet Explorer 8

I saw the answers to this question if you have Internet Explorer 6 or 7 but NOT for the new verion, 8.   I tried following the steps to fix for older versions of Solution Explorer, but it did not work and I still get the same message error "this operation has been cancelled due to restrictions in effect on this computer.  Please contact your system administrator. "I AM the administrator, even if my son also share the computer.  This error message just started a few weeks ago, and today I go to Internet Explorer 8.  I use Windows Vista Home Premium.  Any thoughts?
