Download ShellExView (http://www.nirsoft.net/utils/shexview.html) run and disable all the NON Microsoft Shell extensions! If it is fixed, try to activate their 50-50 until you have discovered which extension is causing the problem.

    This type of error can be caused if the Visual C++ library runtime components are missing or because of a third-party software.

    Follow the steps below:
     
    Method 1:
    If the problem is caused by the lack of Visual C++ libraries, you can download and install the Runtime components of Visual C++ libraries from the link below:
     
    This error can occur when the Microsoft .NET Framework installation on the computer is damaged or is missing.

    Try it out below step to reinstall and repair installation of Microsoft .NET Framework on the computer, then check if you can install the software.

    (a) click the Start button, select Control Panel, click programs and then click on 'Turn Windows has or not.' If you are prompted for an administrator password or a confirmation, type the password or provide confirmation.

    (b) search for Microsoft .NET framework 3.5.1 uncheck, click OK and restart the computer.

  • Error message Windows Explorer.EXE for lack of certificate root when the computer is turned on

    After trying to download updates from Microsoft to start my computer displays this windows explorer.exe error message...
    C:\windows\sys32\vsinit.dll--Il you are missing a necessary root certificate.
    As a result of this error message, I noticed that can't copy or move existing document files to any drive.  If I try to open a file backup quicken computer program stops and I have to restart the computer.  I tried to download other updates of Microsoft but they do not have to install, based on the error message above.  I do not have the xp software disk has been loaded on the computer when you purchase through HP and I never created software XP backup discs.
    Any suggestions on how to fix the missing root certificate error message for this problem.  Appreciate the help, and thanks for your suggestions to solve this problem.

    A friend gave me your laptop to watch - there edition family vista (64 bit (I think) on it and when you try to run Explorer he says it does not find or access is denied and something about 16 bit / 64 bit (it has been a few days and I'm not memory clearly until what I try again tonight)

    If you try to run a dll / Panel or anything like that, you will get an error message saying that it cannot run some 16-bit process or access denied.

    So now I'm pretty stuck. I'm SURE I've seen this problem before with reference to 16-bit etc error messages, but in home edition I do not have the MMC users & groups (had to make new user with password renew then that starts in another environment) or the Security tab of the properties of file/folder for permissions NTFS etc (had to use icacls).

    Can someone enlighten us justice on that shiney? : o I don't want to have to redo the entire Setup, I'm sure it is something fixable...

    Before charging, tell him from a prompt CMD (Administrator).
    Go in the the C:/windows/system32 folder and type "Rename verclsid.exe verclsid.old.

    I guess that I didn't that I had seen the name "verclsid.exe" in some of these error messages trying to run things.  I looked and saw it was to check the files or something.
    Anyway I couldn't rename even in admin console so I started in a different environment and renamed the copy in system32 and syswow64.
    Now, I've started and bang things seem to be ok! I guess I should try and replace it with a known working version? That or just give back it.
    I doubt that everybody does all c:\windows control total should be too dangerous, right... just?  : P I don't have a way to put permissions by default anyway, so Hey.  Formatting beats!

    Now why everyone here didn't it?  I knew it would be simple!  : p

    I try safe mode, but still exist! Unfortunately I turn off System Restore. I also scan with nod32 (it is updated), but nothing has changed. I download c ++ runtime library from Microsoft and install it too. I also use fix tool from Microsoft, but my problem is still there.

    There could be several causes for this problem; I suggest you try the following steps to correct the problem:

    Method 1: Auditor of file system (CFS) scan to fix all of the corrupted system files. To do this, follow the steps mentioned in the link below:

    Method 2: Put the computer to boot and then check if the problem persists

    Follow step 1 in the link below,
    How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

    If everything works well after a clean boot, you can deduce that some third-party services are at the origin of the problem.

    Continue with the remaining steps to pin-point on the third party service.
    After find you the program that is causing the problem, you will have to perhaps to update or install a newer version of the program, if you rarely use that you should consider uninstalling the software.

    a. click Startand then click run.

    (b) in Open, type cmdand then press ENTER.

    c. type chkdsk c:/r , and press ENTER.
