Error to reinstall Windows 7

Windows fails to start, I think I have a virus and need to reformat and reinstall. However, from my computer with the installation disc inserted gives the same message because without it: error loading operating system.

I am familiar with what to do next, but I can't go forward until the installation disc runs.

get into your BIOS and look for the BIOS reset by default

you have a partition mounted in your hard drive
in this case you need a third party program to delete this partition
just google for it or check on youtube how to remove a partition mounted

    Are you able to boot from other bootable disks?
    If so, then it means that your hardware (optical disc ODD) should be ok and the problem is associated with disc.

    I am trying to reinstall windows xp - it just so of many bugs/blue screen crashes, etc., it's time.  But when I boot from the windows xp installation cd, it starts to load windows things and then gives me this error partmgr.sys - pagefault in area non paged, etc... It is an error 0 x 00000050.  I've read a lot about this.  I tried doing a diskcheck of my c drive, and it gets all the way to the end and then said can not complete and I can't program it to a reboot or anything.  I could reformat the C drive first, but since I can still coming windows now (install did not quite far as old data are missing), i'm hesitant to take this measure.  So I guess I'm basically asking if reformatting the hard drive will help me to find mistakes, etc... or if I have to do something else first.

    Method 2: Try to boot from the CD and see if you can start the installation.

    Just, I was playing a game (crysis) p.c. when my system crashed (blue screen with a mosquito net white writing apeared for a second, then asked me if I wanted to send a report to microsoft that I did). IWAS said the problem could be repaired and to insert the windows disk 7, who got the opportunity to repair the system automatically, I clicked Yes and told me the problem could not be fixed automatically and consult my system administrator (me). I decided to try reinstalling windows 7.i had 3/4 the way through and a pop up box says that he "could not set to the locale information offline (error 0x80fe000). So I decided to try it yourself to Microsoft answers, I read a post that said something about the boot parameters, but this person was using raid 0, incidentally mine is located at, 1 bunch of boot 2 hard drive cd rom, also have another HDD that I use at the moment (seagate barracuda 7200-12) and it works as it is defined to do. I then read another post that related to fix it manually, so I tried to run chkdsk from the command prompt in the Tools console and it says "cannot open volume for direct access" now I've exhausted my knowledge p.c. on the subject and all the posts I can fully understand. Furthermore the hard drive is now formatted.
    Please can you help me.

    After reading your original post, looks like the error you encounter this "could not set the locale information offline (error 0x80fe000), you can."
    try to install it on a logic instead of the main disk drie. You have two hard disks on your computer, look at and see that it is set as main and make sure that you start the installation it. I also run diagnostics on your hard drive and make sure that you are not any problems before you begin the installation.
