Failed to initialize the Web cam. Please check your device and restart

Can anyone help please.
Just tried to connect with a relative going abroad on Skype, but the webcam is not working. It worked OK in Aus at Christmas, but just tried today and got an error message as subject line.

I don't know what to do, we are not very well informed about the functioning of computers, we know just the basics.
This laptop has been recently cleaned due to malware and viruses so don't know if that has anything to do with it, but no help from anyone with computer knowledge would be welcome.

I looked on the Toshiba site and it says the BIOS update but don't know what it will do or if it's the right thing to do.

Have you tried to reboot the webcam software?
First, restart the laptop.
Then start the software for the webcam. Software must be placed in
Start-> all programs-> camera assistant software

Restart the program and check if that helps.
