Failure to shut down Windows properly.

When Windows is shut down, the system goes through the normal procedures and then gets stuck on "Closing Windows". The only way out of this is to cut the power. When the voltage on starting from the computer to the top immediately without the error message you get if there is a power failure. Can I stop this.

    Final solution was to use of AutoRuns to disable the four entrances to the SQL.  Using AutoRuns, I still did not have to change the registry and did not have to uninstall all the software,.
    The four entries in AutoRuns entries are:

    Right click on my computer/properties/hardware/Manager

    Expand Bus USB controllers.
